Unapproved Minutes, Board of Commissioners of Converse County, Special Meeting, May 13, 2024 

The Special Meeting was called to order at 2:00 p.m. on May 13, 2024. Present were Commission Chairman Jim Willox; Vice-Chairman Rick Grant; Commissioner Robert Short, and remotely, Commissioners Mike Colling and Trent Kaufman; County Clerk, Karen Rimmer; and HR Director and Health Insurance Plan Administrator, Kristin Watson. Ms. Watson provided an overview of the discussion from the May 7, 2024 regular meeting regarding renewal of the Converse County Employee Group Health Insurance Plan. Following lengthy discussion, Mr. Short moved to adopt a health fund reserve amount of 100% of one year’s potential total maximum liability; keep current medical plan designs; increase the employee’s contribution amount by approximately 6% from the prior Plan year; remove the requirement for an employee contribution match for HSA members; engage with eBenefits for administration of County COBRA benefits; maintain current rates for the dental plan; keep current Principal vision plan; move to County-provided life insurance through Principal; introduce an employee-paid voluntary life insurance policy during FY2025 renewal; adjust the rate structure to only include medical, dental, and vision, and exclude life insurance from premium calculation; and adjust rate calculation structure to reflect actual Cigna rates per plan. Mr. Kaufman seconded; no discussion and motion carried. The meeting adjourned at 3:04 p.m.  A regular meeting of this Board will be held Tuesday, May 21, 2024, at 8:00 a.m. unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
