Unapproved Minutes, Board of Commissioners of Converse County, May 7 and 8, 2024
The regular meeting was called to order at 8:05 a.m. on May 7, 2024. Present were Commission Chairman Jim Willox; Vice-Chairman Rick Grant; Commissioners Robert Short, Mike Colling and Trent Kaufman; and County Clerk, Karen Rimmer. Mr. Sean Gifford and Ms. Michelle Skinner, HUB International Insurance, and Ms. Kristin Watson, HR Director/Health Insurance Plan Administrator, presented an overview of the Converse County Employee Group Health Insurance Plan. No action was taken. Departmental updates were provided by Technical Services Departments; no action was taken. Ms. Courtny Conkle, Wyoming State Fair (WSF) General Manager, introduced Mr. Jarrod Robles, Partnerships & Events Coordinator, and provided updates; no action was taken. Mr. Joel Schell, County Treasurer, presented revised Converse County Tax Relief Program Rules necessary in order to comply with new statutory requirements. Mr. Short moved to adopt the eligibility limits for Converse County as the same as the State of Wyoming limits and not to exceed one hundred percent of the tax bill; Mr. Grant seconded; motion carried. Mr. Kaufman moved to adopt the revised Converse County Tax Relief Program Rules to comply with new legislation; Mr. Short seconded; motion carried. The meeting recessed for lunch at 12:00 p.m. and reconvened at 1:00 p.m. Mr. Todd Mattson, HDR Engineering, Inc., provided an overview of the Jenne Trail Road Reconstruction Project Phase 2. Mr. Colling moved to approve the Notice to Proceed for JTL Group, Inc. DBA Knife River, for the Jenne Trail Road Reconstruction Project Phase 2, effective April 2, 2024; work to commence May 20, 2024; substantial completion by Jan. 10, 2025 subject to change if winter shutdown is encountered; Mr. Grant seconded; motion carried. Mr. Jason Wilkinson, Superintendent, and Mr. John Shephard, Foreman, provided departmental updates; following discussion, Mr. Short moved to authorize commencing the Highland Loop Gravel Project within the FY2024 budget year to be completed in FY2025 for a 6”lift along the entire length of Highland Loop at a total estimated project cost of 4618679.00; Mr. Kaufman seconded; motion carried. Mr. Colling moved to recess into Executive Session for W.S. 16-4-405(a)(ii) to consider the appointment, employment, right to practice or dismissal of a public officer, professional person or employee; Mr. Short seconded, and the meeting recessed at 3:09 p.m. and reconvened at 3:15 p.m. No action was taken. Mr. Tory Walsh, Special Projects Coordinator, and Ms. Karen Rimmer, County Clerk, provided an overview of the history of kennel and breeder licenses in Converse County; this topic will be a continued discussion. The meeting adjourned at 5:09 p.m. and reconvened at 8:37 a.m. on May 8, 2024. A general County business meeting of elected officials, department heads, and supervisors began at 9:00 a.m.; no action was taken. Mr. Larry Sandoval, District Manager, and Mr. Ben Bigalke, Associate District Manager, BLM Casper Field Office, provided introductions and presented various BLM updates. No action was taken. Mr. Colin McKee, WY Petroleum Assoc.; Mr. Zack Wallace, UW Biometrician; and Mr. Bryan Bedrosian, Teton Raptor Center (TRC) Research Director, presented an overview and history of the Converse County Raptor Study (Study) and how the Study relates to the Converse County Oil and Gas Environmental Impact Statement (CCEIS); no action was taken. Mr. Short moved to approve Resolution 07-24, Authorizing the Submission of an application for Federal Funding Through the “Safe Streets for All” (SS4A) Program Administered by the U.S. Dept. of Transportation in the amount of 625000 for a SS4A Planning & Demonstration Grant, which includes a 20%/125000 match from the County; Mr. Grant seconded; following discussion, motion carried. Mr. Short moved to designate Secure Rural Schools Revenue in the amount of 27403.31 (95% General Fund/5% to schools) as recommended by the County Treasurer; Mr. Colling seconded; motion carried. Mr. Short moved to approve the Cooperative Agreement for Responsibilities Between WY Dept. of Family Services, Child Support Program, and the Converse County Clerk of District Court for a term from July 1, 2024 through June 30, 2026, for no payment; Mr. Kaufman seconded; motion carried. Mr. Short moved to approve and authorize the Chairman to sign the Land Exchange Agreement between the Town of Glenrock and Converse County for the exchange/transfer of ownership of two parcels of land described as Lot 4, Meadowlark Addition No. 3, Glenrock, Wyoming, and Part of the SE1/4 of Section 3, T33N, R75W, 6th PM, Converse County, Wyoming, for no cost to either entity, as presented, with closing to occur at a date yet to be determined; Mr. Kaufman seconded; motion carried. Mr. Short moved to designate First Northern Bank of Wyoming as a Converse County depository for public funds as recommended by the County Treasurer; Mr. Colling seconded; motion carried. Mr. Grant moved to reject funds allocated to Converse County in the amount of 9640.31 from the WY Dept. of Health through the Online Sports & Wagering Act; Mr. Colling seconded; motion carried. Mr. Colling moved to approve the Participation Agreement between Converse County and Converse County Weed and Pest for Employee’s Group Health Insurance Plan for the FY2025 Plan year; Mr. Short seconded; motion carried. The Commissioners authorized salary increases for two Sheriff’s Department Deputies due to required completion of their probationary period, academy/FTO, or both. The Commissioners determined that the FY2025 public hearing will be held during a special commission meeting on July 9, 2024, and the budget will be required to be approved at the same meeting in order to comply with W.S. 16-4-109. Mr. Willox opened public hearing at 2:00 p.m. to consider an application for a new retail liquor license with a guest ranch designation from GV Douglas LLC, DBA Douglas KOA Journey, 168 Cold Springs Road, Converse County, Wyoming. An overview of the application was provided by Clerk Rimmer; Mr. Jeff Kastle, representative for the applicant, answered Commissioner questions. There were no written or public comments received in favor or opposition of the application; the public hearing closed at 2:21 p.m. Mr. Grant moved to approve the new retail liquor license application with a guest ranch designation for GV Douglas LLC, DBA Douglas KOA Journey, 168 Cold Springs Road, Converse County, Wyoming, as presented for the term from May 12, 2024 to May 11, 2025, with issuance of the license contingent upon completion of the building site; Mr. Kaufman seconded; motion carried. An update of the LaPrele Replacement Dam Project was provided by Respec Engineering and HDR Engineering; no action was taken. The meeting adjourned at 5:03 p.m. A regular meeting of this Board will be held Tues., May 21, 2024, at 8:00 a.m. unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
