The regular meeting was called to order at 8:05 a.m. on August 1, 2017. Present were Chair Rick Grant, Vice-Chair Robert Short, Commissioners Mike Colling, Tony Lehner, Jim Willox and County Clerk Lucile Taylor.

Mr. Lehner moved to approve the following mill levies for FY 18: Weed & Pest - 0.766; Soil Conservation - 0.172; Special Hospital – 2.791; Special Cemetery – 1.949; Glenrock Area Solid Waste Disposal District – 3.000; City of Douglas – 8.000; Town of Glenrock – 8.000; Town of Rolling Hills – 8.000; CCSD #1 – Foundation 12.000, County Wide School 6.000, Special School 25.000, Recreation 1.000, BOCES EWC 0.500, Gillette Campus 0.400, and Thermopolis 0.100; CCSD #2 – Foundation 12.000, County Wide School 6.000, Special School 25.000, Recreation 1.000, BOCES, 0.500; Mr. Short seconded, motion carried.

Mr. Willox moved to approve the Cooperative Agreement for Responsibilities between the WY Dept of Family Services and the Converse County Clerk of the District Court, ending June 30, 2018, Mr. Lehner seconded, motion carried.

Mr. Short moved to approve the Notice to Proceed, Jenne Trail CMAQ Phase 2, Knife River, Mr. Willox seconded, motion carried.

Mr. Colling moved to approve the MOU between Weston Co. Sheriff’s Office and Converse County for Extraterritorial Assistance beginning August 1, 2017, Mr. Lehner seconded, motion carried.

Mr. Willox moved to approve the Contract with Arrow Electric, Inc. to provide Phone System Services at the CC Joint Justice Center, $38,730.00, includes 1 year support, Mr. Short seconded, discussion: based on concurrence from the City of Douglas approval, motion carried.

Mr. Short moved to approve a Catering Permit for The Plains Trading Post, 1304 Irvine Rd, August 19-21, 2017, Mr. Willox seconded, motion carried.

Mr. Colling moved to approve a Catering Permit for the Higgins Hotel, South Rec Complex, WJRA State Finals Cookout, August 19, 2017, Mr. Lehner seconded, motion carried.

Mr. Short moved to approve the following Contracts for Services for FY 18, Aid to Others: Boys & Girls Club, Douglas; Boys & Girls Club Central WY; CC Aging Services; Converse Hope Center; Douglas Lions Club; Glenrock Area Chamber of Commerce; (The) Enterprise; Glenrock Housing Authority; Glenrock Paleon; GEDC ($25,000 to South Rec Project); Human Resource Council; LPHS; Solutions for Life; Youth Dev. Services; WY Child & Family Development; WY Independent Living; Mr. Lehner seconded, motion carried.

Mr. Willox moved to reappoint Mr. Joe Rankin to a term ending September 30, 2021, on the WY State Fair Advisory Board, Mr. Colling seconded, motion carried.

Mr. Short moved to appoint Mr. Ed Werner to a term ending June 30, 2019 on The Enterprise Board of Directors, Mr. Lehner seconded, motion carried.

Mr. Willox moved to approve the request of Phillips 66 (Trihydro) for a 90-day extension ending November 25, 2017, to vote on the UCA petition (Old Glenrock Refinery), Mr. Short seconded, discussion: Mayor Frank, Town of Glenrock, concurred with this decision, motion carried.

Mr. Bob Dundas, Environmental Coordinator, discussed a 20,000 barrel crude oil tank that will be constructed by Belle Fourche Pipeline.

The Commission submitted a letter to WYDEQ on behalf of Belle Fourche Pipeline stating the County had no objections to the construction of the tank.

Mr. Willox moved to approve Contract A, the Agreement for Consulting Services between Covenant Insurance Group and Converse County, $18,500/yr., Mr. Colling seconded, motion carried.

The regular meeting recessed at 12:10 p.m. and reconvened at 1:00 p.m.

Mr. Colling moved to approve the Permit to Cut Highland Loop Road (CR 32) submitted by Rocky Mountain Power, Mr. Lehner seconded, motion carried.

Mr. Willox moved to approve the Permit to Cut Bill Hall Road (CR 63), Mr. Lehner seconded, motion carried.

Mr. Cal Twiford, IME, discussed ongoing County road projects.

Mr. Willox moved to approve the Roadway Use Agreement between OWL SWD Operating and Converse County, Esau Road (CR 60), Mr. Lehner seconded, motion carried.

Mr. Willox moved to go into Executive Session at 4:55 p.m. per WSS 16-4-405(a)(ii), Mr. Lehner seconded, motion carried.

Commissioner Colling was excused to attend a Court Security Commission meeting in Cheyenne.

Mr. Short moved to approve the purchase of $39,322.00, with Grabar Voice and Data, Inc., for interview room video/audio recording documentation hardware and software, installation and training for the CC Joint Justice Center, Mr. Lehner seconded, discussion: pending approval by the City of Douglas, motion carried.

Commissioners approved closing of the Clerk of District Court’s Office from 10:-00 a.m. to 1:00 p.m. on August 24, 2017 for the Robing ceremony of F. Scott Peasley, District Court Judge, 8th Judicial District.

Mr. Lehner moved to approve the following updates and revisions to the Converse County Personnel Policy Manual: added Policy No. 43.01.01 Whistle-Blower (required by federal grant audits); update to payout of accumulated vacation leave upon termination (auditor request); and other minor language changes for clarity, Mr. Willox seconded, motion carried.
