Mayor Frank called the public mtg. to order at 7:00PM. Kasey Drummond addressed council with regard to the grant application she plans to submit to the WBC for the extension and enhancement of the Historic Glenrock Trail. The feasibility study was discussed, as were any questions/concerns. The public mtg. adjourned and the council mtg. commenced at 7:08PM. Mayor Frank led with the Pledge of Allegiance. All elected officials were in attendance. APPROVAL OF MINUTES: A motion to approve the minutes from the July 10th council mtg. was made by Councilman Dalgarn; seconded by Councilman Flynn. All in favor voting AYE – motion carried. MAYOR’S REPORT: Doug Frank – gave his condolences on the passing of Mary Kay Kindt; thanked council for continuing to move forward on the Town’s commitment to hospitality, i.e. improving the parks, adding a new pavilion and basketball court, extending the walk path, etc.; he continues to work closely with Phillips 66 on remediating the old refinery land; and he provided info. on the county-wide fire ban effective 8/1-10/16. COUNCIL REPORTS: Councilman Flynn attended the CCBG mtg. and reported 16 families assisted, 10 food savers and 12 bags of school supplies were given out. CLERK: Jaime Reid – this year’s Community Project Designation fund provided by WY Community Gas is $5,394.53 and we need to decide which project(s) to apply those funds to by 10/13/17. TREASURER: Andrew Sibai – advised council that we need to make a decision on the street sweeper. It will be discussed at the 8/1 work session. POLICE DEPARTMENT: Chief Hurd – the PD has been approved to send one officer through DCI’s investigator schooling at no cost to the town; and Kids’ Safety Day is sch. for 9/9. PUBLIC WORKS: Randy Rumpler – the crew has been busy maintaining the town; Tot-Lot playground equip. is being installed this week. COMMUNITY DEVELOPMENT: Kasey Drummond – highlighted the work that Main St. has completed this year; provided a copy of the Trails Master Plan; Southern Fried band 8/18 at Kimball Park; we rec’d a $750. WAC Grant; new GEDC website: www.thinkglenrock.com is under construction; GEDC and Cty. Commissioners are splitting the cost to update the Converse Cty. Long-Term Care Analysis; P&Z is working on annexing S. Rec. into the town; next solar eclipse mtg. 7/31; property owners off Exit 165 are approving an easement for
hwy. signage; and a mandatory pre-bid on the motel abatements is 7/31, with bid opening 8/7. ITEMS FROM THE FLOOR: Terry Gray wants handicap playground equipment in town. NEW BUSINESS: A motion to approve Ordinance No. 705 – Budget Amendment #1 for FY18 on 2nd Reading was made by Councilman Dalgarn; seconded by Councilman Beer. Discussion: Councilman Flynn wants another work session before 3rd reading. So sch’d - 8/1, 6PM. All in favor voting AYE – motion carried. A motion to approve Resolution No. 2017-16 – Application for a BRC Community Enhancement Grant to Extend and Enhance the Historic Glenrock Trail, as amended - was made by Councilman Beer; seconded by Councilman Dalgarn. All in favor voting AYE – motion carried. A motion to approve Resolution 2017-17 – Water Maintenance and Repair Sinking Fund - was made by Councilman Beer; seconded by Councilman Flynn. All in favor voting AYE – motion carried. A motion to approve Resolution 2017-19 – Allocation Agreements – was made by Councilman Roumell; seconded by Councilman Dalgarn. All in favor voting AYE – motion carried. A motion to approve Resolution 2017-20 – Phipps Minor Subdivision, with the addition of Glenrock’s recommendation to the Cty. to have more than one ingress/egress and to add a utility easement, was made by Councilman Dalgarn; seconded by Councilman Flynn. All in favor voting AYE – motion carried. A motion to approve Resolution 2017-21 – Glenrock’s Organizational and Fee Sch. Plan for S. Rec. over the WJRA/Solar Eclipse Weekend – was made by Councilman Dalgarn; seconded by Councilman Beer. Discussion: Councilman Flynn opposes the $250. per day charge to WJRA for using the facility and wants it increased. All in favor voting AYE – motion carried. A motion to approve Rusty’s Knotty Pine and Taylor’s Deer Creek Open Container Permit Applications for Deer Creek Days, to follow the same schedule as the other bars, was made by Councilman Beer; seconded by Councilman Dalgarn. All in favor voting AYE – Councilmen Flynn and Roumell voting NAY – 3/2 motion carried. A motion to approve Resolution 2017-18 – Open Containers Allowed Within the Town of Glenrock at Specific Times and Locations Over Deer Creek Days – was made by Councilman Dalgarn; seconded by Councilman Roumell. All in favor voting AYE – motion carried. A motion to approve Loenbro’s I&E, LLC’s Open Container Permit App. for a company picnic at S. Rec. on 8/25 was made by Councilman Flynn; seconded by Councilman Dalgarn. Allin favor voting AYE – motion carried. Glenrock Main St.’s Open Container Permit App. for 7/29 Demolition Auction/BBQ died for lack of a 2nd motion. No action was taken on Main St.’s Open Container Permit App. for 8/18. A motion to approve an application to WYDOT to close Hwy. 20/26 between 5th St. and the Town Park on 9/27 from 6:15PM-8PM for the homecoming parade was made by Councilman Roumell; seconded by Councilman Dalgarn. All in favor voting AYE – motion carried. JR Crozier gave an update on the S. Rec. Arena remodel and explained the need for a new catwalk to meet code and safety requirements. A motion to approve an add’l $11,500. to bring the catwalk up to code and safety standards was made by Councilman Beer; seconded by Councilman Roumell. All in favor voting AYE – motion carried. BILLS & CLAIMS: A motion to approve the Bills & Claims, excluding #1632, was made by Councilman Roumell; seconded by Councilman Dalgarn. All in favor voting AYE – motion carried. ADJOURNMENT: 8:56PM.
