Mayor Pro-Tempore Moulton called the regular meeting to order at 7:00PM and asked CP Colling to lead the Pledge of Allegiance. Mayor Roumell is absent.  All other elected officials were in attendance. ADDITIONS/DELETIONS:  None.  APPROVAL OF MINUTES: CP Nunn moved to approve minutes as presented for February 13, 2023 Council Meeting; seconded by CP Kincaid.  All ayes – MOTION CARRIED.  ITEMS FROM THE FLOOR: S. Gilbert and T. Lehner presented from the Glenrock Golf Course requesting help paying for broken pump.  CP Kincaid moved that the Town takes care of the pump situation for the golf course; seconded by CP Nunn.  Discussion ensued.  CP Kincaid amended motion to include the controls needed to protect the pump; seconded by CP Nunn.  All ayes – MOTION CARRIED.  NEW BUSINESS:  Resolution 2023-4:  A Resolution Providing for the Transfer of Unencumbered and Unexpended Appropriations From FY22-23 Budget.  CP Nunn moved to approved Resolution 2023-4; seconded by CP Colling.  All ayes – MOTION CARRIED.  Resolution 2023-5:  A Resolution Approving Donation to Sponsor Senior Banners for the Glenrock High School Class of 2023.  CP Kincaid moved to approve Resolution 2023-5; seconded by CP Nunn.  All ayes – MOTION CARRIED.  Ordinance 739 – An Ordinance Supporting the Continuation of the Optional 1% Sales Tax– Second Reading:  CP Colling moved to approve Ordinance 730 on second reading; seconded by CP Nunn.  All ayes – MOTION CARRIED.  BILLS & CLAIMS:  Bills/Claims Approved February 27, 2023:  Black Hills Energy 4,422.16; Valli Information Systems 719.55; Rocky Mountain Power 16,814.58; Renegade Off Road 3,272.72; Peden’s 134.00; Sandra Bennett 55.00; Coca Cola Bottling 66.25; WY Main Street 200.00; NAPA – Casper 42.22; Amazon Capital Services 301.62; ECI, LLC 1,160.00; Bill Frieda 171.30; Energy Laboratories 482.00; Glenrock Motorsports 70.03; The Radar Shop 1,300.00; Hawkins 10.00; Alsco 107.26; Construction Exam Center 795.00; Daniels Long Chevrolet 85,700.00; Winter Equipment 1,324.20; Century Link 195.74; K & B;s Tire Shop 77.60; Dooley Oil 6,440.46; Converse County EMA 127.80; Fire Suppression Authority 50,250.00; Williams, Porter, Day & Neville 450.00; Great America Financial Services 218.00; Verizon 686.14; Sionics Weapon Systems 2,170.00; Converse County Bank/Visa 5,631.62; Andreen Hunt Construction 111,108.85; Northwest Contractors Supply 57.60; Menards 13.01; Sherwin Williams 248.45; CEPI 50,649.95; Vyve 346.53; WY LGLP JPB 46,000.00.  CP Nunn moved to approve bills and claims; seconded by CP Kincaid.  CP Moulton abstained.  All ayes – MOTION CARRIED.
