PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to partially decommission and sell the Fall Creek hydroelectric generation facilities (Fall Creek Development or Fall Creek), as more fully described below.
1. RMP is a division of PacifiCorp, an Oregon corporation engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§37-1-101(a)(vi)(C) and 37-2-112.
2. On August 18, 2025, the Company filed an Application for authority to partially decommission the Fall Creek Development and offer the associated Company-owned land and remaining facilities for sale to the City of Yreka, California. The Fall Creek Development is located on Fall Creek, a tributary to the Klamath River at river mile 196.3, approximately 0.4 miles south of the Oregon-California border. RMP states a financial analysis indicates the cost of relicensing a single remote run-of-river facility with limited generation and lack of storage is not cost effective or in the public interest. To complete the sale, the Company will request Federal Energy Regulatory Commission (FERC) approval to cease power generation and disconnect the generating units from the power grid in addition to removing all infrastructure, lands, and license articles related to Fall Creek.
3. Per the Application, removal of Fall Creek from the license and the partial decommissioning of the facility will require no construction, ground-disturbing activities, or reclamation costs, and will not impact any other public utility. However, RMP estimates approximately $500,000 in costs for the partial decommissioning of the facility, which includes removal of connections between transmission and generation infrastructure, conductors, assorted equipment that could be reused in other locations, and the generation capabilities of the hydroelectric generating units. Certain facilities and infrastructure will remain intact for the City of Yreka’s purposes.

5. Petitions shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
