PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing has been scheduled regarding the Amended Application of Rocky Mountain Power (RMP or the Company), for authority to adjust rates for Electric Service Schedule 92, Bonus Tax Depreciation (Tariff Schedule 92), and
upon the intervention of the Wyoming Industrial Energy Consumers (WIEC). The public hearing is set to commence on Wednesday, May 31, 2017, at 9:00 a.m., in the Commission’s hearing room
located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming. RMP is a public utility as defined in Wyo. Stat. § 37-1- 101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On December 23, 2016, RMP filed an Amended Application requesting authority to adjust rates for Tariff Schedule 92, Bonus Tax Depreciation effective May 1, 2017. Consistent with the Commission’s Order issued on May 5, 2015, in Docket No. 20000- 468-EC-15, RMP created a regulatory liability in FERC Account 254 for calendar year 2015 that calculated and deferred the difference between the revenues collected from customers based on the test period revenue requirement set by the Commission in RMP’s 2014 general rate case, and the revenue the Company would have collected from customers if such revenue requirement included the extension of the federal government’s 50 percent bonus tax depreciation. In the Company’s 2015 general rate case in Docket No. 20000-469-ER-15 (2015 GRC), the Commission, ordered treatment of the liability balance plus carrying costs through a credit back to customers over one year using a billing sur-credit that would be discontinued once the liability was fully credited back to customers. The Commission further reminded the Company that should Congress once again authorize bonus tax depreciation each year should be treated similarly. On December 18, 2015, Congress reauthorized bonus depreciation. RMP stated it filed the current Amended Application pursuant to the 2015 GRC Order in order to present the revenue requirement impact and resulting regulatory liability with respect to the impact of the extension of tax bonus depreciation of the 2015 GRC test period.

The Company stated the reason for the additional extension is to allow time for review of the Amended Application and to adjust the sur-credit to a level that minimizes the ongoing deferral balance. The Company projects that proposed rates based on the May effective date will allow the sur-credit to remain unchanged until the Company files its next General Rate Case. The total amount
expected to be returned to customers is $500,249. WIEC has intervened in the case, and asserts the amount the Company expects to return to customers is understated and should be calculated using a different methodology.
