The regular meeting was called to order at 8:05 a.m. on Nov. 21, 2023. Present were Chairman Jim Willox; Vice-Chairman Rick Grant; Commissioners Robert Short, Mike Colling, and Trent Kaufman; and County Clerk, Karen Rimmer. Mr. Jason Wilkinson, Road & Bridge Superintendent, and Mr. John Shepherd, Foreman, provided departmental updates. Mr. Grant moved to approve 3 bore permits between the County and Jackalope Gas Gathering each for an 8” steel natural gas pipeline under portions of CR32/Highland Loop; Mr. Short seconded; motion carried. Mr. Grant moved to recess into Executive Session per W.S. 16-4-405(a)(ii) for personnel; Mr. Colling seconded; motion carried. The regular meeting recessed at 9:05 a.m. and reconvened at 9:55 a.m.; no action was taken. Ms. Kristin Watson, HR Director, provided departmental updates; no action was taken. Ms. Hannah Swanbom, Yellowhorse Consulting, LLC, presented updates on the Converse County ACT Work Ready Communities program; no action was taken. Mr. Drew Dietrich, East Central Regional Director, Wyoming Business Council (WBC), provided an overview of Business Ready Community grants in relation to the John Lambert Subdivision; no action was taken. Mr. Hal Hutchinson, Owner’s Representative; Mr. Tim Schenk, GSG Architecture; and Mr. Logan Christianson and Mr. Rick Fleming, Sampson Construction, provided a project status report for the CCJJC Phase 2 project. Mr. Short moved to approve Amendment No. 10 to the agreement between the County and GSG Architecture in the amount of 68000 due to time extension of CCJJC Phase 2 project; Mr. Grant seconded; payment will be made by the County and then deducted from a subsequent Sampson Construction invoice; motion carried. Mr. Colling moved to approve Change Order No. 14 for an overall decrease to total project cost in the amount of 96979.83; Mr. Kaufman seconded; following discussion, motion carried. The meeting recessed for lunch at 12:20 p.m. and reconvened at 1:00 p.m. Ms. Darcey Cowardin, Public Health Nurse Manager, provided departmental updates; no action was taken. Members of the Converse County Fair Board provided; no action was taken. Ms. Jennifer Clowers and Ms. Courtny Conkle, Laramie Peak Humane Society board members, presented a detailed needs assessment and subsequent recommendations as requested by the LPHS committee pertaining to an animal shelter; no action was taken. The minutes of the Nov. 7 & 8, 2023 regular meeting and Executive Session were approved and ordered filed. Mr. Grant moved to approve monthly reports for Oct. 2023: Sheriff’s Office 2098.18; Mr. Short seconded; motion carried. Mr. Grant moved to approve the lease agreement between the County and the Converse Hope Center, location at 126 N. 5th Street, for a term of 5 years from Dec. 1, 2023 to Nov. 30, 2028, at no cost and for the purposes of assisting victims of crime within Converse County; Mr. Short seconded; motion carried. Mr. Colling moved to approve an agreement between the County and Greenwood Mapping for maintenance of the County GIS system for a 1-year term from Dec. 1, 2023 to Nov. 30, 2024 for total cost of 6600.00 plus 96.00/hour for labor; Mr. Short seconded; motion carried. The regular meeting adjourned at 5:30 p.m. A regular meeting of this Board will be held Tues. and Wed., Dec. 5 & 6, 2023, at 8:00 a.m. unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
